To obtain Zorua in the games, you have to transfer the Celebi from the download. You can obtain Zorua at Level 10.
Unfortunately, if you weren't able to get one of the official Celebi downloads, you can't get Zorua :/
Another way would be to transfer one of the shiney Raikou, Suicune or Entei into Pokémon b/w and get Zorurak and make him/her lay an egg, so you can hatch Zorua.

However, very cute piccie =D

Tehee the event for a lvl50 Zoroark's still on until 10th April,so you gotta connect to the Mystery Gift.If you can get it then get it to lay an egg so you can hatch a Zorua ^^
